Voice:
Observing, Descriptive, Objective, Logical, Organized; Writing, Procedural, proscriptive.

Criteria:
Careful observation and reporting. Accurate and honest disclosure. Logic consistency. Completeness in scale and scope. Background and context established. Organization of work to be done. Clear explanation of the why and advantage of a proposed path or project. An idea, program or project described with clarity as a scale and scope document with objectives and illustration of the problem or challenge.

Rules:
Can be a polemic if stated as such. Judged on logical consistency and illumination of known facts. Must be complete in terms of scope and scale - not depth of detail. Philosophical in nature presenting the reasons for the idea or program. Background and history is important. Consequences of proposed action stated. Required resources are only generally stated.

Protocols:
Example: Bay Area Studio. Usually, the originating document of an idea or project. Often the request for resources to do further work or to recruits attention or energy to a cause.
